Is it really better to leave your heating on 24/7 in the winter?

A mate of mine swares blind that during the winter when its really cold its more efficient to keep your central heating on 24/7 than to have it coming on and off during the day and night. Obviously during the night it would be on at a lower level than when people are up and about. Does anyone know if this is true and whether there is any evidence either way?
